Formerly Brazil’s Foreign Trade Secretary, from 2007 until 2011, Welber is a recognized expert in Trade Defense and international negotiations. He has been a consultant for government agencies and companies in Latin America for over 20 years. He is managing partner of Barral M Jorge, president of Brazil Industries Coalition (BIC), and advisor to the Federation of Industries of the State of São Paulo (FIESP) and the American Chamber of Commerce (Amcham). He is an arbitrator at the Permanent Court of Appeal of Mercosul and at the World Trade Organization (WTO) and a professor at Rio Branco Institute. He obtained a master’s degree in International Relations at the Federal University of Santa Catarina (UFSC), a doctorate in International law at the University of São Paulo (USP) and a degree in International Trade Law at Georgetown University.
Frederico is a lawyer, chairman of the Brazilian Association of the Industry of Security and Defense Materials (ABIMDE) and director of the Federation of Industries of the State of São Paulo (FIESP). He has more than 20 years of experience in negotiations with public bodies and in establishment of strategic partnerships in the sector.
